The Legend of Korra – Ruins of the Empire Part One begins in the Earth Empire Re-education Camp in Gaoling three months ago. Commander Guan is furious when Doctor Sheng enlightens him that Kuvira surrendered to Avatar Korra in Republic City. Commander Guan orders Doctor Sheng to complete her experiments on the test subjects. He narrates how he brought the broken men and women to the camp and transformed them into soldiers. He plans to continue where Kuvira has failed, declaring that the Earth Empire will never die. Kuvira is currently in prison, chained to the ground like Zaheer was. I hope those are platinum cuffs. At City Hall in Republic City in the present day, Bolin informs President Zhu Li and Varrick of President Zhu Li’s busy schedule. Varrick is distressed about not being able to spend any time with his wife. President Zhu Li is pleased to see Korra, Asami, Mako, and King Wu. King Wu congratulates President Zhu Li on winning the election but is nervous about delivering his declaration to his people. I thought King Wu would be more confident and willing to rule until they could establish a democracy in the Earth Kingdom. I guess some things never change. Mako suggests that Wu be himself. King Wu addresses his people about the Earth Kingdom’s switch from monarchy to democracy. Mako and Bolin’s grandmother reacts to King Wu’s announcement. It’s hysterical when Tu, Mako and Bolin’s cousin, reminds her of the promise she made to Mako and Bolin to behave. King Wu’s speech runs smoothly until the reporters ask tough questions. King Wu doesn’t know what to do, so he starts singing. President Zhu Li takes over the interview when King Wu goes down. Before King Wu sings and goes unconscious, Korra and Mako compliment King Wu, who sounds like a leader. Kuvira faces the consequences of her actions in court. Korra, Mako, Bolin, Opal, President Zhu Li, Varrick, Su, King Wu, Baatar, Huan, Wei, Wing, Raiko, Wenyan, and other citizens are all present to watch Kuvira’s fate. The panel of judges lists Kuvira’s long list of crimes and asks how she pleads. Kuvira apologizes for hurting others and counters the judges’ list with her accomplishments, such as becoming a leader during the Earth Kingdom’s darkest days. Kuvira pleads not guilty, which infuriates Su. Su confronts her outside of the courtroom. Su and Kuvira differ on what happened when Kuvira lived in Zaofu and all the conflicts that led to the present. Su walks away from Kuvira, hoping she’ll take responsibility for her actions. Later, Bolin opens the door for Korra, Asami, Mako, and King Wu to enter President Zhu Li’s office. Mako and Bolin argue over Bolin’s profession switch. King Wu leads the meeting, discussing the Commander Guan issue. Team Avatar was unaware that Commander Guan had never conceded. They are willing to protect King Wu and keep the balloting on track. Bolin asks President Zhu Li for permission to join the mission. It’s cute how President Zhu Li comments Team Avatar wouldn’t be the same without Bolin and allows him to go. Without their help, Commander Guan could shut the poll down and regain power for the Earth Empire. Team Avatar won’t permit that to happen. Bolin stealing the tray of Varrick cakes away from Mako is priceless. However, I can observe in Bolin’s face that he doesn’t desire to be Secretary to President Zhu Li. I think he wishes to be back on Team Avatar, fighting antagonists. Meanwhile, Korra, Asami, Mako, and King Wu leave the room. Korra proposes that she and Asami visit Kuvira in prison and ask for as much information about Commander Guan as possible. Asami doesn’t want to be in the same room as Kuvira because she murdered Asami’s father. Asami didn’t appear in Kuvira’s trial because of the same reason.
