Ripley Forte comes up with a daring plan to save the United States from a catastrophic drought and to teach the Russians a lesson in the art of the surprise attack. This description may be from another edition of this product.
This is the 2nd book of the series, between The Ayes of Texas and Texas Triumphant. All of them are a little heavy on the political side - very anti-communist/socialist, but they have strong characters and certainly kept my interest. If you were looking for something like Gravity's Rainbow or War and Peace, look elsewhere, but if you like the Heinlein juveniles, you will probably like all of them.

This is an excellent far vision book. It approaches a future problem and addresses it in a possible technological solution. Written in an interesting style.
