Racial Slur??

I have to set the record straight: If I call an African American a N-----, it's a racial slur. If an African American calls another African American one, is it a slur? If An African American calls himself a n-----, can that be a racial slur? In the story, a far-future African American, the last of his race, refers to himself (in an ironic sense, in an obviously facetious doggeral rhyme) as a "nigguh." Who's slurring whom?
