Poor condition my Book was Vandalized

My book had writing all over it every page how is that "acceptable" condition it's in bad condition.. who does this to a law book old stickers filled with other people's notes all over the pages covered in different colored highlighters I don't expect to used books to be perfect but I don't expect it to say "acceptable" when it's clearly been vandalized
