Ordered Two sets of 3 books but received only 2 books Vol I and Vol II

I order two sets of books as shown in the book listing
Each Set should contain Volume I, Vol II and Vol III
But the seller only two books from one set, Volume I and II
The second set never came
Very unfair, classic bait and switch
