not so new approaches

The book is valuable for its attention to detail on the practice of development policy. The focus on brokers and negotiators helps to fill out what Mosse and Lewis refer to as the black box of practice. It will be useful for undergraduates in development courses and for academics working on development. However, there is more to practice than brokers and negotiators. A combined approach which includes more critical political economy would help to deal with the question of power and the politics of reproduction and transformation when dealing with development not simply as practice but as a normative idea.
