So reprint anthologies and magazines were the best bet for good stories. However, this volume averages 3.39, so is way understrength for a year's best anthology, and also understrength for a reprint anthology basically weighing in at your standard original anthology average. He was right to put the two Spinrad stories in, though, as those are the two best in the book.
