I very much enjoyed all of the previous books in this series. This is an unexpected step back for Tom Wood, or at least his editors! Woeful ignorance of US geography (Chicago 40 miles south of Canada across from Lake Huron?), and key details that change between chapters (a town of about 5000 grows to 10,000 in a few days?) show poor editing at best, and is jarring in frequency. The premise could have worked if the story held together better. If you enjoy the Victor series, then just skip this one and hope the next (Traitor) returns to form.
